Risk and continuity.

NEO is an assistant to your existing dispatch operation, not a replacement. If NEO is unavailable on a Monday morning, dispatchers fall back to your TMS with no data lost; the last good schedule remains valid; the brain re-syncs and learns from the gap day when service resumes.
